Complete guide to Anmeldung in Germany
If you are new in Germany, Anmeldung is your most important first administrative step. Without it you cannot open a bank account, get health insurance, or sign official contracts. This guide explains everything step by step.
What is Anmeldung?
Anmeldung is the official registration of your residential address at the local Bürgeramt (in smaller towns also Rathaus or Einwohnermeldeamt). In Germany you must register where you live.
The result is a Meldebescheinigung, which you need for almost all further paperwork.
When must you register?
Under § 17 Bundesmeldegesetz (BMG), within 14 days of moving into your new home.
In large cities, especially Berlin, finding an appointment can take weeks. Late registration is often not fined if you can prove you tried early. Still, start looking for a slot on move-in day.
Required documents
- Passport or Aufenthaltstitel
- Wohnungsgeberbestätigung from the landlord (mandatory, see below)
- Registration form (Anmeldeformular), often from the city website
- Rental contract, not always required but useful
- If married: marriage certificate (certified translation if needed)
- If children: children's ID or passports
What is Wohnungsgeberbestätigung?
An official form the landlord signs confirming you live at the address. They must provide it within two weeks (§ 19 BMG). Refusal can mean a fine up to 1,000 euros for the landlord.
It usually includes:
- landlord name, address, signature
- your name as tenant
- exact address
- move-in date (Einzugsdatum)
Important: Without it, no registration takes place. You cannot register at Airbnb or hotels; the home must be your actual residence.
How to book an appointment
Berlin
Official site: service.berlin.de → search “Anmeldung einer Wohnung”
Slots are often 2 to 8 weeks out. Tip: check several times daily; cancellations fill fast. Good times: 7 a.m., around noon, Thursdays.
Third-party bots notify when slots open.
Smaller and university cities
In Cottbus, Münster, Heidelberg, Karlsruhe, Tübingen, Jena, Freiburg you often get appointments within a week. City site: [city].de/buergeramt or [city].de/termin.
Other major cities
Hamburg, Munich, Cologne, Frankfurt, Stuttgart are between Berlin and small towns. Usually 1 to 3 weeks wait.
Fees
First registration at an address: free. Later Meldebescheinigung copies about 5 to 10 euros. Nebenwohnsitz often 10 to 20 euros.
What happens at the appointment
- Clerk checks documents
- Data entered (name, birth date, nationality, marital status, religion)
- You receive Meldebescheinigung
- Steuer-ID arrives by post in 2 to 4 weeks
You need Meldebescheinigung for:
- bank account (Girokonto)
- tax ID
- health insurance
- mobile, internet, utilities
- university or school
- residence permit
- permanent SIM
- marriage at Standesamt
Keep a scan and a paper copy. Email alone is often not enough.
Five critical points
1. Your name is fixed for admin purposes
The Latin spelling on the form appears on bank, insurance, lease, license, and residence card. Changes are costly. Use exactly your passport spelling.
2. Subletting (Untermiete)
The subtenant signs Wohnungsgeberbestätigung but needs written landlord permission. In a WG the main tenant signs.
3. Main and secondary residence
Two homes are possible (Hauptwohnsitz and Nebenwohnsitz). Many cities charge second-home tax, e.g. Berlin 5% of net cold rent. Check first.
4. If the landlord refuses the form
- Written request citing § 19 BMG
- Set a 7-day deadline
- If still refused, inform the Bürgeramt
5. Religion on the form
Recognized churches (Catholic, Protestant, Jewish) can trigger church tax, about 8 to 9% of income tax. Islam usually does not in most states. Non-religious: “keine” or “konfessionslos”.
If you missed the 14-day deadline
With proof you tried to book, fines are rare. Register as soon as possible to unlock banking and insurance.

Q & A
Frequently asked
What if I miss the 14-day deadline?
A fine of up to 1,000 euros is possible in theory. In practice offices often waive it if you can show you tried early to book. Keep screenshots of “no appointments available”.
Can I register without Wohnungsgeberbestätigung?
No, it is mandatory (§ 19 BMG). Exception: temporary hotel or Airbnb stays under six months usually do not require registration.
Who signs in a shared flat (WG)?
The main tenant on the lease. Subtenants need written permission from the landlord.
What is the difference between Anmeldung and Aufenthaltstitel?
Anmeldung registers your address. Aufenthaltstitel is your residence permit. They are separate, but Anmeldung is a prerequisite for many extensions. Order: Anmeldung first, then Ausländerbehörde.
Can I register two addresses?
Yes, as Hauptwohnsitz and Nebenwohnsitz. Some cities charge a second-home tax, e.g. Berlin 5% of net cold rent. Check before registering.
What happens after Anmeldung?
About 2 to 4 weeks later your Steuer-ID arrives by post. Next: bank account, Krankenkasse, Ausländerbehörde appointment.
How much does Anmeldung cost?
First registration at an address is free. Later Meldebescheinigung copies cost about 5 to 10 euros. Nebenwohnsitz may cost 10 to 20 euros.
Do I need to register again when I move?
Yes, within 14 days at the Bürgeramt of your new district. This is called Ummeldung and works like Anmeldung.
