Converting an Iranian driving license in Germany

The reality: Iranians must pass theory and practical exams in Germany. This guide shows the shortest, most affordable path.

Legal status of Iranian license

Under Annex 11 Fahrerlaubnis-Verordnung (FeV):

Category 1: Direct exchange (no exam)

EU, Switzerland, Norway, Ukraine, parts of Canada/USA, Australia, Japan, South Korea, Israel, Tunisia, South Africa, ~40 others.

Iran is not included.

Category 2: Practical exam only

Some US states, parts of Canada, Taiwan, Singapore.

Category 3: Full exam (theory + practical)

All other countries, including Iran.

6-month deadline, most important rule

From Anmeldung, Iranian license valid 6 months (with translation).

After 6 months:

• Illegal driving = 288 euro fine
• 2 Flensburg points
• Accident: no insurance payout
• Worst case up to 1 year prison

Start planning on day 1 of Anmeldung.

Documents to start

Complete process

Step 1: Translation (week 1)

Sworn translator scans or takes license. ~50 euros, 3 to 7 days.

Step 2: Eye test and first aid (same week)

• Eye test: Fielmann, Apollo, Mister Spex, 5 minutes, 7 euros
• First aid: search "Erste Hilfe Kurs Führerschein [city]", one Saturday ~9 hours

Step 3: Choose driving school (week 2)

Criteria:

• Proximity to home/work
• Google >4.5
• Instructor language (English/Persian)
• Lesson price
• Pass rate (ask)

• Base fee: 250 to 500 euros
• Normal lesson: 50 to 80 euros

Step 4: Application at Führerscheinstelle (week 3)

With documents at Führerscheinstelle (Bürgeramt):

• Fill application
• Submit documents
• Exam permission in ~4 to 8 weeks
• Fee ~40 to 80 euros

Step 5: Theory (parallel)

• Min 14 × 90 minute classes
• Topics: rules, signs, behavior, first aid
• Practice with Fahren-Lernen app (Vogel Verlag)

Step 6: Practical (parallel)

With prior experience (Iranian license):

• Often 10 to 20 hours enough (12 special drives legally required)
• Mandatory special drives:
  • 5 highway (Autobahn)
  • 4 rural (Landstraße)
  • 3 night (Nacht)

Step 7: Theory exam

• TÜV or DEKRA
• 30 questions, max 10 penalty points
• Languages include English, Arabic, Turkish, no Persian
• ~45 minutes, ~25 euros
• First-attempt pass rate ~60 percent

Step 8: Practical exam

• ~45 minutes with examiner + instructor
• City, highway, parking
• ~120 euros
• First-attempt pass rate ~70 percent

Step 9: Receive license

Plastic card same day or 1 to 2 weeks by post.

Iranian license is confiscated. Get certified copy first for use in Iran.

1. Iran driving style ≠ Germany

Iranian habits (close following, weak sign culture) lose points:

• Stay in lane, use indicators
• 2 second gap (not 1 meter)
• Right before left at unsigned junctions
• Full stop at STOP (not rolling)
• 50 urban, 100 rural, school/residential often 30
• Autobahn: advisory 130 km/h

2. Embassy translation invalid

Only sworn translator in Germany or ADAC/TÜV/DEKRA. Translation from Iran or Iranian embassy rejected.

3. Persian-speaking driving school

Big cities: Google "Fahrschule [city] persisch" or "farsi sprechend".

7. Travel to Iran during process

• Keep Iranian license in Iran via ministry (copy)
• Return: continue process
• 6-month deadline still runs, travel does not pause it
