The reality: Iranians must pass theory and practical exams in Germany. This guide shows the shortest, most affordable path.

Under Annex 11 Fahrerlaubnis-Verordnung (FeV):

Category 1: Direct exchange (no exam)

EU, Switzerland, Norway, Ukraine, parts of Canada/USA, Australia, Japan, South Korea, Israel, Tunisia, South Africa, ~40 others.

Iran is not included.

Category 2: Practical exam only

Some US states, parts of Canada, Taiwan, Singapore.

Category 3: Full exam (theory + practical)

All other countries, including Iran.
